skill or camera?

I always asked to my dad,"can i get a SLR camera?"
my father then said,"you don't need a new camera for now,
because with pocket camera that you have now, you can take a good picture.
It's not about camera, it's about how you can take picture well."

But, I always think a good camera can make picture that taken by SLR camera is better than taken by pocket camera.

is it true?
